Cannot Edit Profile Apex Permissions - Internal Server Error

I created a new Site, which creates the public profile for that site. Every time I try to edit the Apex Class Access, I get an internal service error.

Hi Jake,

Does site guest user profile has access to apex class?  Can you share screenshot of error message and steps to replicate issue.

I tried enabling "Enhanced Permission Set Component Views" before trying again, but I still get the same error.

I go to Setup -> Sites -> Select my New Site -> Click Public Access Settings -> Apex Class Access -> Edit.

After about 30 seconds of waiting, I always get this error:
