Why are there two distinct UIs, one of which has no Field level configuration?

hello, I am James from Chicago. I am CEO of tech company the howislands (https://howislands.com). I am facing some problems 
with the developer account profile setup pages coming in two varieties. Why is this happening? I cannot determine how to execute Field Level Setup on a single setup page.
