API users in salesforce - licneces - cost - diifference than Salesforce users

What are the API users only and how are these cost change as per the Salesforce licences

API - Application Program Interface 
We have 4 types of api in salesforce Rest/soap/bulk/Streaming API's
mostly we will use REST/SOAP API
By default it will not be enabled 
We can enable via 2 ways-  profile/permission set by editing .We can see checkbox: API Enabled by enabling this checkbox we can achieve.
Salesforce Licences : 25$
For extra charges you can contact Salesforce team
