Debug when creating case in partial and personal sandbox

When trying to create a case, I get the following error.  I am attaching the image of the error + debug data.

Based on error it seems to be flow which is failing and causing the issue, can you check your flow and criteria.

The process builder in my personal sandbox is mimicking the one in production, so sitll dont undrestand how its the flow.
