new picklist value not showing in record

I'm (very) new to Salesforce. I'm using it with a nonprofit. We don't have Leads (most common example I found online), we have Members. My Setup does not have a Build > Leads(Members) > Fields option. I can see something similar to what other users have described by going to Platform Tools > Objects and Fields > Picklist Value Sets (or going through Object Manager to Fields & Relationships). Both lead me to the picklist I want.

I created a new picklist. It did not have an option to select which record types to apply to, but did have a box to apply to all record types. I selected it. Saved and applied. Still doesn't show for any member in that picklist category.

My picklist still doesn't show. I have set it as the default value and unset it. Neither works. 

Any other suggestions?

You access Lead fields this way: Setup>Build>Customize>Leads>Fields

Make sure you havew given access to the new picklist field to all the intended users.

I'm sorry, I still don't understand. I followed your Object Manager > Leads > Fields and Relationships, but the Picklist/Field I need isn't in there (also, it's "Lead" not "Leads", does that mean it's not "Leads"?). I need the Field "Association Meeting", but as you can see, it isn't an option. Which makes sense; it's a Field specifically in the Members tab, not in Lead.

I also cannot find how to manually enter Record Types. My search bar in Setup can't even find anything relevant. Just Record Types for Groups under Chatter, which is pretty clearly not what I'm looking for. Any idea why my Setup menu seems to be so different from the conventional??

Picklist fields are created from the page you are showing above, there is a "new" button which will take to the field setup page, User-added imageand then you should be able to set up your picklist field, with its values.

But I'm not trying to create a new Picklist - I'm trying to add a new value to an existing Picklist (which is not in Leads). (BTW, I tried it anyway since you suggested it, and nothing. No change, except now I do have Association Meeting under Leads, with the picklist value I wanted, but still not showing up in the actual records.)
Also, switching back to Classic did solve some of my confusion over the menu, but didn't make this easier - still missing many of the options other users have described, and cannot find Record Types to enter manually.

As to your image of Record Types - Yes, but mine is similarly empty? The guides say it should have options for you to select and then switch unassigned values into the drop down menu - your image (and my SF Setup > Leads) have "no items to display".

Thank you, but my supervisor finally had a sec. It was a Field Dependency issue. She says we've tailored our Salesforce so much that the traditional approaches are often not applicable, which was why I couldn't find anything where I thought it should be.

It's fixed!
