URL in e.force:navigateToURL lightning

Hi Their, 

I have created a new Action button on Opp obj in lightning. Upon selectin the button the pop-up appears and user will provide custom obj details. Upon on saving the record the page will Navigate to conga URL and from URL the parameters are assigned to Conga. Upon selecing the template in Conga and clicking Merge and DocuSign it throwing an error "There was an issue processing the Composer request."
