Can we import SurveySubjects through Workbench?

Is SurveySubjects the Object?
If it is object, then you can definitely import data into salesforce by using a CSV file.

Can you add more details to understand the requirement?

Yes, you can insert SurveySubject through Workbench.
1. Select Data -> Insert
2. Object Type: SurveySubject
