Is this using the official Salesforce Mobile App? And if so, is it the new one being rolled out this month?

Todd, yes it is. However, we can edit other records in the app like Accounts/Opps/etc., just not any edits to the case records. The permission set we granted to our users enables the "New Salesforce Mobile App" system permission only.
