making 00:00 read as 24:00 for the end of the day

Hi, I have a dilema we have certain clients that would like the 24 hour clock to read 24:00 at the end of the day as oppossed to 23:59 then moving to 00:00 again, how can I get this to read 24:00 instead of the 23:59?

I do know that it is acceptable to use 24:00 in some circumstances (to designate the end of the day opposed to the beginning) but Salesforce, specifically Apex, will convert midnight to 00:00. I don't think its possible to change this format though.
