Actually I'm not getting this point what will be in this scenario. Here, State/Province is lookup field and Other State/Province is text field.

It seems like you need to populate only one of the two fields mentioned. I presume that you might be trying to populate both the fields in this?

@Rishab , Validation dont allow populate fields, then what to do in this ?

There must be a validation rule named StateProvince_Check. You need to deactivate that in your object management settings.
