Restrict Global Action for SF1 Users

We have a request to restrict global action for SF1 users and it should work only for desktop users?  We are using Salesforce Lightning. 
Anybody knows the solution for this? Thanks

Create an differnt GLobal action Layouts ( Publisher Layouts )

Assign them to the using the differnt profile or permission set ... 
 
  1. From Setup, enter Publisher Layouts in the Quick Find box, then select Publisher Layouts.
  2. Click Publisher Layout Assignment.
  3. Click Edit Assignment.
  4. Select a user profile by clicking anywhere on its row in the table.
  5. From the Publisher Layout to Use drop-down, select the global publisher layout that you want to assign to the highlighted profile.
  6. Save the layout.

How can I restrict the same user accessing from SF1 but allow to access from desktop?

How can I allow the same user to access from desktop only but restrict from SF1?  The profile and permission sets should be the same on the user profile level.

My bad .. I was not fouced on SF1 only ...:( 

The Only way is if you have differnt profiles in SF1 vs SF is possibale
