When you have this error, it is quite useless to try to find someone who will help you by giving the reference error id (NOEFFJLP).
This error Id changes at any new try.
The most effective way to solve this problem is to undo your last modifications until that works again or to add new modifications to your org.
If you read the requirements, something is missing in your customization (but you don't know what is exactly now because of the error).
You don't need to recreate a new org and to redo all the steps from the beginning (very rare if you have started with a new org).
This kind of error is reversible without using a new Developer Edition. Just undo your last modifications or add new updates (read the requirements and found what could be missing)..
