For Converting CSV file to Vcard, you can download VCard Converter or you can also use some online tools for Converting.

After Download Just follows these simple steps:

Download, install and launch vCard Wizard Contacts Converter on your PC;
Select CSV as a contacts source. Choose the folder containing CSV files and click Next;
Select vCard (.VCF) file as a destination and click Next;

In just a few seconds, the CSV files you have selected will be converted to a VCF file or multiple vCard files.
