I have a user set up as sys admin who get's this error when creating accounts 'You do not have account creation privileges' - other users under that profile don't have that issues
1. Do you have a Validation Rule or Trigger on Account object that prevents users (or some profiles) from creating a new account?
2. Do you have any installed app package that overrides the default Salesforce Account creation screen?
3. Did you override the Account "New" page with a visualforce page?
4. Verify the object permissions in the user’s profile. Object permissions, configured on profiles and permission sets, determine which objects a user can read, create, edit, or delete.

Please check is there any permission set have to be assigned for this user.
