I would like to create a batch class to generate a dynamic report and send out an email. In the email template, i need to include the report in the form of a link. I would also like to schedule it everyday. Any ideas on how to implement this. Thanks!

It can only send to the user of the org !! 
using report scheduling on salesforce classic.
