is possible to prevent record deletion in validation rule based on stage picklist value and profile equal to system aadminstrator

Validation rules don't fire on records being deleted.

i have requirement like only opportunity stage is equal to proposal  and profile is equal to system admin it satisfied record only have permisson to delete the record
