As per my understanding,  You can use "If-Match" header in REST API but not in Bulk API.

Yes you can use the the If-MAtch header but not in the Bulk API you can only use it in the REST API as you can see here (https://toiletsadviser.com/how-to-move-toilet-drain/) they guided about it.
