Thanks for reply Ankaiah , got the solution using the visual studio code login to dev from vss and in xml file keeping the "*" custom lables , after importing in to project go to location which project is loacted make it zip.
Custom Labels are stored as metadata, and so they are not accessible when you perform an export, import, or delete using Data Loader.
While there is no native functionality to export Custom Labels into a CSV, there's a workaround you can use to create a spreadsheet containing your Custom Label information.
