Create only one child record

Use a validation rule on Account where OpportunityChild__c object gets created only one.OpportunityChild__c is the parent object and Account is th child. Account has a rollup count summary feild as OpportunityCount__c. The validation rule works. Incase they deactivate the validation rule and add 6 records then the validation dosent work

OpportunityCount__c  = 2
