Salesforce down for maintenance - does this mean API is down?

Hello,
 
Does anyone know if the API is offline whenever salesforce.com is down for maintenance?

During most of our recent scheduled maintenance windows, there has been no actual downtime, they are mainly FYI's that we are doing work on the systems.

If there is scheduled, planned maintenance, then the API can be affected.
