Help Needed Regarding File Upload App.

Hi....
 
Is it possible to develop a file upload control/mechanism using only the Native FrameworK? If not, how exactly can this be implemented?
 
Basically I am loooking to develop an App where different users can upload specific docs onto salesforce an a admin user can view and review all the docs.
 
Any suggestion would be of great help!

Any reason you can't just use the native Documents Tab?  (I'm presuming that your users have salesforce accounts?) 

If that's not the case, I think you'll need to write something hosted by you which would accept a file and create a Document object.

However Salesforce just bought Koral, and I've got to believe that in the Dreamforce timeframe in September there will be some changes to the document handling capabilities.
