sites not enabled in production and sandbox

i am experiencing a wierd behaviour. i have not seen this before. when i go to the setup - customize admin section, i do not see an option for sites. while prior to this instance i am using for my customer i have always seen this.

 

will i have to call premier support to get this enabled ?

Is this customer on Group Edition or something?  If not, call support.
