Profiles link not available under Admin Setup in new developer account

Does anyone know how to enable the API for an Org on a developer account.  I just created a new one and I'm getting an error from the force migration tool that the API is not enabled for my org.  I also noticed that there is no "Profiles" link under Manage Users.  Why would that be?

The "API enabled" is definitely one of the options on a profile you can enable/disable. However I believe all developer org profiles have this option turned on by default. Are you sure you're on a developer org?

Seems like you have signed up for a free 30-day trial account, which is a Professional Edition org, not Developer edition. API is not available in case of Professional edition and has to be requested in case of a paid Professional edition org. Also, Professional edition does not have profiles, so you will not see that option under Manage users.
