Contact ID Not Unique

Previously I assumed that the Contact ID (ex: 00300000001sDSg) for a contact was unique, but now I am seeing that this is not the case. Is this supposed to be unique?

In at least one case I have 2 contacts with the exact same Contact ID.

IDs are unique and case-sensitive. Perhaps it is the case-sensitivity which is causing the false positive. If you are performing a non-case sensitive comparision, then use the 18 digit ids rather than the 15 digit ones.
