What OS and Eclipse versions are you using?

Do you use a proxy server?

Can you view this page in a browser? http://www.adnsandbox.com/tools/ide/install/

Is there any chance you've already installed the plug-in?  If you go to "Window > Open Perspective > Other" is the "Force.com" perspective listed?

Have you tried just reinstalling Eclipse?  Honestly that seems to fix a lot of Eclipse Platform oddities...
