Question on Partner Portal

I have basic question about the Partner Portal. Why not just create user login's for your partners through salesforce.com. With Profiles and Roles we can limit access, right? Or is it a licensing issue? Are Portal user login's price differently than standard users?

 I do not know the pricing specifics, however I have been told that there is a different pricing structure for portal users than for standard users.

Another reason for using the Partner Portal is to further limit access to SFDC information.  SFDC doesn't like to restrict information, with the Portal you can control can control access more granularly.
