How do I create another custom related list just like Notes & Attachments?
I need a separate one on Accounts specific to account plans.

I'm not sure if this is the best approach. Why not create a custom object called Account Plan that has a master-detail (or lookup) to Account? This way you have a related list of Account Plans on the Account. Also, when you create a custom object, you can automatically add a Notes & Attachments section.
