I have an email template .  I need to know . where it is being used . . and Which Users are  using this template . ??

What you could do is, 

 

Go to Customize > Create >Workflow & Approvals > Email Alerts,
Create a new view, filter by the 'email template name'.

This will give you an idea of where it is used and perhaps you'll also know who might be using it.
