Is there an API call that returns my enterprise wsdl?

.. so that I can download the partner wsdl once and use that to automatically download enterprise wsdl everytime I need.

You should be able to do it using frontdoor.jsp.  Go to the setup area and look at the link for downloading your wsdl.  I think it's https://na1.salesforce.com/soap/wsdl.jsp?type=* (type = asterisk).
