I have Windows 7 64 and downloaded the Apex Data Loader 23 (x86), but is not working. Java brings the following message.
Message of error.

Where you got apexdata loader 23? Even today I downloaded and installed, it upgrades my apexdataloader 22.0 into 22.0.2.

did you tried once download from salesforce
your name| setup | Data management | data loader.
If this not works for you, check whether java is installed on your machine
I too having windows 7 (64 bit) and download the dataloader from the salesforce.com and installed it works perfectly for me.
Am having JVM 1.6, till now i didnt receview any error. try in different system and also try to reinstall the JAVA 1.6 for the 64 bit version.
Your Data Loader is the version 23 too?
