If no activity in account for 2 months an alert goes to Account Owner

HI ,

 I have a requirement like this.....

If no activity in account for 2 months an alert goes to Account Owner , how can i achieve this functionality?

I may be mistaken, but the only thing that may work from my understanding is a APEX trigger of some sorts...Since workflows only trgger upon Updating/Creation.

 

The only thing I can think of since I do not write APEX codes is to create a personilized dashboard or the new running user dashboard (This way you only create one dashboard for your Account owners to view their account details) and have this as one of the reports.Through this on top othe dashboard so that when the user login in it is one of the three graphs displayed on the home page.
