What is "Development Mode" for?

I was working with tutorial for CMSforce and on page 12 (underlined and written in red) it says to disable development mode. I had it enabled from a previous workbook. 

 

What does it do?

 

More importantly when should it be disabled and enabled?

 

I'm finding the answers rather cryptic.

development mode allows user to edit the code of the VFPage or controller from the bottom of screen. If its disable you will not be able to edit it from page directly.

I guess then is there some advantage to turning it off?

 

I'm assuming that CMSForce somehow conflicts with this?
