I am not very sure about this. i would recommend you to log a case to Salesforce and ask them. Let's see what they have to say..

Do you need to be certified to log a case in Salesforce? I have few questions which I want Salesforce to answer before my company goes ahead with implementation.

No, not at all. Go to Help link in the right top, log a new case.

I tried to do that, Help > My Cases > Log a Case. After this message

 

Processing....

Loading your Customer Service Profile...

 

All I get is a blank screen. I am unable to log a case due to this.
