Create Custom Settings object in IDE?

Is it possible to create a Custom Settings object in the IDE?  I have the metadata file for a custom settings object, but when I paste in the XML and try to save it, I get an error "cannot change Custom Settings Type"

The issue you are encountering is that you accidentally generated a custom object with the same name. If you go into salesforce, delete the custom object and then save, your issue will be resolved.

I know this is late but I just encountered the same issue so maybe someone else can benefit. Thanks!
