You will have to create a Custom Report Type. Set up > Create > Report Types.
Select 'Contacts' as the Primary Object and in the next page, where is says 'Click to Relate another object', Select Opportunities. There will be two options here. Select the second one which says 'A records may or may not have related B Records'
Create a new report with this report type and then add appropriate filters to remove the contacts which do not have any opportunity record.
