Enable Bulk API in Professional Edition

Is it possible for an account to have the Bulk Api enabled if using the professional edition.

hi,

Any functionality described for Bulk API is available only if your organization has the Bulk API feature enabled. This feature is enabled by default for Unlimited, Enterprise, and Developer Editions.

API for professional edition can be activated on special request.
