Why I am not abqle to upgrad the Salesforce Opportunity Split? Please help!

I believe you are facing this issue on a summer '13 sandbox. This is a known issue on Summer '13 sandboxes and being worked upon. You can check the current status of this issue at: https://success.salesforce.com/issues_view?id=a1p30000000SwX3AAK
