SOAP Web API: working great yesterday, this morning "Could not connect to host"

Anyone else having this problem with Web API apps?  Its intermittent this morning with  lightening speed for a request or two,  and then it times out for 5 minutes.

Apparently its impossible to connect to this address I found in a tracing the exception that produced the previous error...
