If you want to upload data or migrate data from excel to salesforce, You cant directly do that you have to convert the excel to a proper CSV Format and then make use of Salesforce tools available.
If you just want to upload an excel file to salesforce then you can store it in douments tab.
We make a Java API product you could use to do any Excel validation before uploading.
There is a simplified Free version, and a full graphical Engine & API.
