Data Storage Limits Exceeded
Your company currently has exceeded its data storage limits including an extra overflow buffer.
Per our terms and conditions, we cannot permit additional data creation within our system until
your company first reduces its current data storage. Please contact your company's salesforce.com
administrator to resolve this. We apologize for any inconvenience this may cause.

It means storage limit for your organisation has exceeded to the maximum limit.

You may have some unnecessary data in some objects which you need to delete otherwise you cannot be able to insert new data.

First you find out where you have so many datas which you dont need in

Administration Setup -> Data Management -> Storage Usage

Then delete the unnecessary data through data loader or any other tool and then try to insert new data.

Organize your files how YOU want
Email files to leads, contacts, or users
Public or Private Files
Attach files to Salesforce objects
