Hi

 

    I have created Picklist . Added list to it . Now i want to replace the whole list , should i have to delete 1 by 1 or in one go all the records can be deleted .

You could use the Metadata Toolkit (see the section under Setup > Develop > Tools), but the time it would take to download, install, configure, create project files, and execute would be longer than simply renaming the old field, making a new field with the desired values, and then copying the data by data loader or Apex Code (if needed).
