B should be correct answer (If only above 2 options are available).Using Meta Data API you can create the Data Model. However actual Data Modal should be Custom Objects.

API is defnitely the wrong answer. API is a program that does something (e.g. imports a record).

Metadata is a concept of how SFDC stores data. Hence the right answer is Data Model
