I tried creating a case from my DEV org and succeeded.
Have you done any customization on your Help link?
yes i've already tried that, and i've tested right now, it's not working, and i need to log that case
Could you please private message me your ORG ID, Contact Name, Phone number, issue description, Severity(1highest-4) and I will log a case on your behalf.
