Standard page means Page layout or standard page? and what is the scenario exactly in you required this?

i want to dynamically add a case type in standard page. for eg user add a case type in standard page

Eithter create one VF page having extensionsuion controler of User and add that VF page in page layout.

 

In this page you can create a pick list and control the vaues. also remove the nomal field from the page layout
