Brief description of each will be

Web to case :
A web form will be generated from salesforce and will be put in your website. users will come and fill in some fields and click on save, a case will be created in your salesforce instance.

Email to case :
You configure email to case functionality in your salesforce instance, a email id will be generated.
you share this email id and when anybody mails to this email id, a case will be created in your salesforce instance.
