Cannot abel to see Custom label

Yesterday, i have created one custom label in my org. But i cannot able to see the custom label. I dont know any permission needed for this custom label to user for see. I am sure i dont delete this custom label. Please tell me.

Are you the logged in as the system administrator?

 

There is no reason not to see that if it is not deleted.

I can able to get values from  custom label. but i cannot view.

Go to create -> Custom label then I saw all custom label except my custom label. I found another solution...My Custom label name is Dealer signup. I created one new outbound change set.. then i have clicked "add compoents" button and click the custom label now i got that my custom label and canable to edit all thing... But (Go to create -> Custom label )this via i cannot able to find my custom label.I dont know why....
