Hi

you can give permissions based on
profiles-->add or remove permission to users
permission sets--->giving extra permission to users.

1) you assign a profile to the user like marketing user, salesuser
There you can define many permissions his object reelated accesss, system permissions if he has access to mange reports etc.
2) Then you can assign him permission sets similer to profiles.
3) Thired way if you are looking at sharing , is using sharing rules but this is for record sharing.
