Custom settings List values are not getting deployed to another environment

I have an issue going on, in my org we are using a custom setings with protected List values on it. values are available in UAT and Prod but if i deploy the same to Dev, only the custom settings and fields are coming in, the values are getting missed. How to add the values while deploying. Please provide your input.

I suppose you can only deploy the settings from one org to other but not the data or values. You need to manually populate the values to the custom settings.

If you have everything in your production Env. then why don't you refresh your DEV from prod and you would get all the settings and data(if DEV is a full sandbox).
