Sure. Take a look at Setup > Develop > Components. I've actually previously written a reusable component for Google Charts myself, but I don't have the source for it any more.
Also, have you looked at Visualforce Charting? It's a way to get charts that are rendered natively in the platform, and are far easier to use than Google Charts, since you don't have to convert the data into URL parameters.
