Ok installing the Force.com IDE standalone is the trick.  It is the Force.com IDE already wrapped up inside of Eclipse.  The explaination on the site is a little vague on what it is and probably should be updated to reflect that for new people coming in to start development on the Force.com platform.  I hope that this helps other new people wanting to develop for Force.com.

Word on the street is that the Force IDE/Eclipse won't be supported for future upgrades, so you might want to just check out Brain Engine.

Does Brain Engine support the Touch Platform or any of the new functionality to develop for Android or iOS?

I'm not sure. It supports all of what the Force IDE does.
